Avtomagistrali State Company Will Design and Build nearly 66 km of the Vidin – Botevgrad Road

Avtomagistrali EAD will build 65.8 km from road I-1 Vidin – Botevgrad in the section between the Makresh road node and the bypass road of Montana. The Road Infrastructure Agency assigns activities for additional design and execution of construction and assembly works pursuant to art. 14, para. 1, item 6 of the Public Procurement Act, as the Ministry of Regional Development and Public Works is the sole owner of 100% of the capital of Avtomagistrali EAD and the rights of the state in the company are exercised by the Minister of Regional Development and Public Works. The RIA is also a secondary authorising officer of the Minister of Regional Development and Public Works.

The contract is worth BGN 1,083,000,000 including VAT. The implementation period is different for each section – from 28 months to 32 months.

The contract award notice under art. 14, para. 1, item 6 of the Public Procurement Act was published in the register of electronic public procurements.

The Vidin-Botevgrad road is a priority project in the investment program of the RIA and the MRDPW because the overall homogenization and modernization of the route from Danube Bridge II will ensure a fast and convenient connection between the Hemus, Trakia and Struma motorways. With the implementation of the project, transit traffic will be lead away from the settlements, thus increasing traffic safety and limiting the harmful impact of noise and environmental pollution from intense heavy goods traffic.

The segment between the Makresh road node and the bypass road of the town of Montana, with a length of 65.8 km, is divided into 5 sections:

    • Section 1 – road I-1 Makresh road node – Bela road node, with a length of 13.6 km (from km 33+400 until km 47+000 mileage under the project);

It starts at the junction for Makresh, near the future Makresh road junction, and is next to the village of Bela. The segment will be built on a new route beyond the scope of the existing I-1 road. Its size will be the same as the size of a G28 motorway, including two driving lanes, an emergency lane, road shoulders and a central reservation, and a lane for slow-moving freight vehicles is planned to be built in certain sections with higher slop es. At 36th km, the new road will cross the Vidin – Sofia railway line at an overpass and will pass over an irrigation canal. From the 37th to the 42nd km the road will descend in the direction of the town of Dimovo and Archar river, it will cross road I-1 and at the 40th km, it will pass east of the town of Dimovo. From 42nd to 47th km the road will continue east of the town of Dimovo and the village of Bela, it will be parallel to the road Dimovo – Ruzhintsi and at 46th km, it will again cross the road I-1 at Bela road node.

In this section, there will be 2 road nodes – Makresh road node at 36th km and Bela road node on road I-1 at the Bela – Skomlya section, which is at 46th km. A number of facilities will be built – 8 bridges, 2 agricultural underpasses, culverts, etc. A traffic management control centre will be located near the Bela road node.

The deadline for implementation is 30 months.

    • Section 2 – road I-1 Bela – Ruzhintsi road node, with a length of 11.128 km (from km 47+000 until km 58+128.47 mileage under the project);

The size of the segment between the village of Bela and Ruzhintsi will be the same as the size of a G28 motorway, including two driving lanes, an emergency lane, road shoulders and a central reservation, and a lane for slow-moving freight vehicles is planned to be built in certain sections with higher slopes. There will be one between 36th and 39th km in the lane for Vidin and between 39th and 44th km in the direction of Botevgrad.

Between 47th and 52nd km, the road will be parallel to the railway line, being far away from it and not affecting the existing agricultural road. Then at the 49th km, it will cross the Skomlya river over the dam, then it will pass over two gullies and before the 52nd km, the route will cross the Vidin – Sofia railway line. Between 52nd and 58th km after crossing the road to the village of Oreshets, the new road will descend to Ruzhintsi. At 56th km, the section will pass over road I-1 (E79) Vidin – Kula.

An overpass over the Vidin – Sofia railway line, bridges over the Barata and Skomlya rivers, and 3 agricultural underpasses will be built in this segment. At 50th km on both sides of the road, there will be a recreation area with toilets, parking lots, lights and a treatment facility.

The deadline for implementation is 30 months.

    • Section 3 – road I-1 Ruzhintsi – Belotintsi road node, with a length of 15.392 km (from km 58+128,47 until km 73+520 mileage under the project);

The route passes entirely east of the existing road I-1 (E79), without crossing it and without entering the regulations of the settlements. Its size will be G28. In sections with higher slopes, a lane for slow-moving freight vehicles is also planned. Such will be the segment between the 61st and 62nd km in the direction of the town of Montana, with a total length of 1.58 km.

The beginning of the route is located about 1 km north of the regulation of the village of Ruzhintsi. The construction of a road node for a connection to the old route of road I-1 (E79) is planned to be carried out at the 58th km. At 60 km, the Ruzhintsi – Lom third class road and the Ruzhintsi – Beloptichene municipal road will pass over the express road with overpasses. A bridge over the Lom river will also be built.

2 road nodes, 3 overpasses, 1 reinforced concrete culvert, 1 arch culvert and 2 bridges will be built in this segment over the Lom river and the Nechinska Bara river, etc.

The deadline for implementation is 28 months.

    • Section 4 – Belotintsi road node – Vinishte road node, with a length of 11.980 km (from km 73+520 until km 85+520 mileage under the project);

The route of the section begins immediately after the Belotitsa road node at 43rd km. Its size will be G28. Recreational areas on both sides will be built between the 73rd and 74th km, each with 45 parking spaces for cars, 6 of which will be for people with disabilities. In addition, 7 parking spaces will be allocated for buses or freight vehicles. The construction of a sanitary room with toilet is also planned.

The development of the route continues at 500 – 1500 m east of the existing road I-1 (E79), crossing the two main tributaries of the Gostilya river.

In this section, we are planning to build 1 road node, 1 reinforced concrete culvert, 1 arch culvert and 3 bridges over the Selska Bara river, Koritarska river and Rikovska Bara river, etc.

The deadline for implementation is 28 months.

    • Section 5 – Vinishte road node – bypass of the town of Montana, with a length of 13.693 km(from km 85+520 to km 99+193 mileage under the project = 102+600 mileage on the existing road I-1).

The size of the design route is G28. The beginning of the segment begins after the Vinishte road node, crosses the Voynishka Bara river at 86th km. After that, the road will pass over the Brusovitsa river and the Onna Bara river. In the section between the village of Vinishte and the village of Gorna Verenitsa, the route passes through a flat terrain about 1 km east of the existing road, where several gullies intersect. After the village of Gorna Verenitsa, the route goes south-east, passing north of the village of Dolna Verenitsa. The construction of a road node is planned to be carried out at 98th km, and this road node will connect the route to the bypass road of Montana. The road node at 102 km along the bypass road of the town of Montana will be reconstructed, which will make steering in all directions possible. For this purpose, the road underpass will be doubled and an additional direct connection will be built in order to ensure the traffic in the direction Vidin – bypass Montana – town of Montana (north).

In this section, we are planning to build 2 road nodes, 1 reinforced concrete culvert, 3 arch culverts and 1 bridge over the Brusovitsa river, etc. At 90th km, recreation sites will be built on both sides.

The planned implementation period is 32 months.

On 19 August 2020, the government provided additional support of up to BGN 379,000,000 under the budget of the Ministry of Regional Development and Public Works, respectively the Road Infrastructure Agency, for 2020, which provided the first funds for securing the construction.

Currently, a total of 62.6 km of the road Vidin – Botevgrad are being built. Last year, the work started from some of the most complex segments: Mezdra – Botevgrad (33 km) and Vidin – Makresh road node (29.6 km). To speed up the construction of the road between Mezdra and Botevgrad, the route is divided into two sections – lot 1(19.3 km) and lot 2 (13.4 km).

Conducerea Metag Inșaat Ticaret A.S. (Turcia) a asigurat că va executa lucrările de construcție a drumului de ocolire a satului Slobozia Mare fără întârzieri

Progresul lent al lucrărilor de construcție a drumului de ocolire a satului Slobozia Mare din raionul Cahul, problemele cu care se confruntă antreprenorul și planul de acțiuni cu indicarea în termeni concreți a capacității antreprenorului de finalizare a contractului au fost subiectele abordate în cadrul unei întrevederi dintre conducerea Administrației de Stat a Drumurilor și cea a antreprenorului Metag Inșaat Ticaret A.S. (Turcia).

În prezent, lucrările de construcție a sectorului drumului M3 înregistrează un progres de execuție de 34.1%, comparativ cu cel planificat de 50%, termenul de finalizare a proiectului fiind anul 2022.

Antreprenorul a informat că proiectul de construcție a segmentului de drum cu o lungime de peste 18 km este unul important pentru companie, fiind primul contract pe care îl execută în Republica Moldova.

Conducerea Metag a monitorizat situația din șantier timp de mai multe zile pentru a se informa despre starea reală a lucrurilor și a asigurat că a inițiat procesul de rectificare a programului de lucrări și elaborare a planului de acțiuni pentru a finaliza lucrările contractuale în termenii stabiliți. De asemenea, a mulțumit  echipa ASD pentru suportul acordat.

"Este prioritar să fie finalizate lucrările fără întârziere, pentru că intensitatea traficului pe acest tronson este mare și parvin plângeri de la locuitorii din regiune privind traversarea transportului de mare tonaj în zonă. Nu vom acorda extensii suplimentare de timp pentru acest contract. Avem o experiență pozitivă cu companiile din Turcia și sperăm că imaginea acestora nu va fi știrbită. Așteptăm până la sfârșitul lunii noiembrie 2021 prezentarea planului de acțiuni real, concret și transparent de organizare a șantierului și soluționare a problemelor ce țin de salarizare, certificări, suplimentare a stocurilor și altele", a accentuat Directorul general interimar al ASD, Sergiu Bejan.

Totodată, ASD a atenționat antreprenorul că va efectua vizite inopinate în teren pentru a se convinge de respectarea calității și termenului de execuție a lucrărilor, luând în caz de necesitate măsurile legale corespunzătoare.

În cadrul ședinței, conducerii Metag i-a fost solicitat să monitorizeze personal derularea lucrărilor de construcție a drumului de ocolire a satului Slobozia Mare și să mențină legătura cu reprezentanții ASD în vederea monitorizării situației reale din șantier.

Ungaria intenţionează să extindă drumul expres M44 spre România

Autorităţile ungare iau în calcul extinderea drumului expres M44 spre localitatea Sarkad (Șercad) şi realizarea legăturii acestuia cu drumul expres care este planificat să fie realizată în vestul României, un studiu preliminar în acest sens fiind în lucru, a anunţat Consiliul Judeţean Békés (Bichiș), conform MTI.

Mihály Zalai, preşedintele Consiliului Judeţean Békés s-a întâlnit la Békéscsaba, cu Zsolt Thoroczkay, şef de departament în cadrul Ministerului Inovaţiei şi Tehnologiei, cu Zsolt Antoni, şef de departament în cadrul Ministerului de Externe şi al Comerţului Exterior, cu András Cserkúti, directorul judeţean al Companiei Naţionale de Drumuri din Ungaria, cu Ferenc Nagy, viceprimar al oraşului Békéscsaba, cu Pál Povázsai, şeful biroului de proiecte din cadrul Companiei de Dezvoltare a Infrastructurii din Ungaria, respectiv cu reprezentanţi ai Prefecturii Judeţului Békés.

În cadrul întrevederii s-a discutat despre posibilitatea ca prin intermediul extinderii drumului expres M44, Ungaria şi judeţul Békés să fie conectate la drumul expres care este planificat între Arad şi Oradea.

De curiozitate, am mers in vara pe drumul national I1 in Bulgaria, intre Sofia si Botevgrad, practic paralel cu autostrada A2. Drumul este execrabil, abia circulabil, cel putin pana in in zona pasului Vitinya. Asadar, chiar daca e aglomerat pe A2, nu sfatuiesc pe nimeni sa foloseasca acest drum ca alternativa. Nu stiu daca exista ceva planuri de reabilitare a lui:
