Moldova va lua un credit 24 de milioane de euro de la BEI

Moldova împrumută 24 de milioane de euro de la Banca Europeană de Investiţii pentru modernizarea infrastructurii feroviare. Acordul a fost ratificat la şedinţa de Guvern de miercuri.  

Iniţial, creditul era de 50 de milioane de euro, dintre care 30 pentru reabilitarea căii ferate şi 20 pentru procurarea locomotivelor, potrivit publika.md. În urma unei evaluări, s-a constat că e nevoie de resurse suplimentare pentru calea de rulare, astfel că împrumutul a fost majorat cu 24 de milioane de euro. Banii sunt necesari pentru modernizarea căii ferate Bender – Giurgiulești.

Lucrările ar putea începe anul viitor.  Contractul cu Banca Europeană de Investiţii face parte dintr-un proiect de restructurare a CFM, finanțat de BERD, BEI și UE, în cadrul căruia au fost cumpărate deja 12 locomotive.

Bender adică Tighina, oraș ocupat de separatiști. Păcat că moldovenii de peste Prut permit popularizarea denumirii turce/rusești.

Atât pe partea sârbă cât și pe cea maghiară se lucrează la linia de cale ferată dintre Subotica și Szeged (cu punctele de frontieră Horgoš - Röszke).

Circulația a fost întreruptă în 2015, odată cu valul de imigranți din acel an, când a și fost ridicat gardul dintre Ungaria și Serbia, la graniță.

Are o lungime de aproximativ 40 de kilometri și se lucrează de la schimbarea terasamentului până la electrificarea liniei (care va rămâne totuși la fir simplu).
Va permite și trecerea trenurilor de marfă (greutate suportată de șine de 22,5 tone per osie). Termenul de finalizare este noiembrie 2022, pentru linie.
Pentru partea sârbă costurile sunt estimate la 87 milioane de euro.

Se are în vedere și circulația de tram-trenuri între cele două orașe.
Un alt folos ar fi că în timp ce pe linia de la Belgrad la Subotica lucrările sunt aproape finalizate, pe cea dintre Subotica și Budapesta de abia acum ar urma să înceapă lucrările,
astfel că trenurile dintre Budapesta și Belgrad ar putea fi trasate prin Szeged - Subotica, odată ce această linie este încheiată.
În viitor partea maghiară dorește și refacerea liniei dintre Subotica și Baja (și astfel să fie unite iar cele două orașe ungurești, Baja și Szeged).

Vineri, 4 martie 2022, au început lucrările la dezmembrarea a 435 de kilometri de căi ferate vechi din Serbia, care nu au mai fost folosiți de zeci de ani, fiind închiși etapizat până în anul 2014, anunță compania de infrastructură feroviară din Serbia.

Este planificată eliminarea a 17 kilometri din calea ferată Senta-Kanjiža, care a fost închisă traficului feroviar în 1978.
Gândirea de grup presupune că valorile grupului nu sunt doar indicate, ci și corecte și bune.

De prin Serbia, a fost dată în funcțiune linia Belgrad - Novi Sad, parte modernizare, inclusiv gări, și zonă nouă. Lucrările au fost făcute de firme din Rusia și China, de remarcat viaductul Chortanovtsi(2900 m) și tunelul(1100 m) cu același nume. Viteza maxima este 200 km/h, iar pentru acest traseu au fost cumpărate garnituri Standler Kiss. O cursă directă Novi Grad - Berlgrad Centru(aproximativ 75 km) face 36 minute, preț 600 RSD(5,10 euro).

Scopul contractului consta in reinnoirea si modernizarea liniilor de cale, control comanda si semnalizare, telecomunicatii, treceri de nivel si echipamente de alimentare cu energie.

Scope Of Contract: The purpose of the Project is for the design and rehabilitation of the railway section Bender-Basarabeasca-Etulia-Giurgiulesti, part of the Moldovan South railways corridor, which is a 1520 mm gauge railway system of overall length of approximately 250 km.

The design and rehabilitation measures of the Project shall bring the track infrastructure and systems on the Bender-Basarabeasca-Etulia-Giurgiulesti railway section up to acceptable standards, improving track speeds, infrastructure and systems maintainability, passenger ride comfort, ensuring a long service life.

The Contractor shall perform the duties of 'the Contractor' in accordance with the General Conditions of Contract (GCC) which will be based upon the "Conditions of Contract for Plant and Design-Build for Electrical and Mechanical and for Building and Engineering Works, designed by the Contractor", (Yellow Book), First Edition 1999, ISBN 2-88432-023-7, published by the Fédération Internationale des Ingénieurs-Conseils (FIDIC). These Conditions are subject to the variations and additions as set out in the "Particular Conditions of Contract" (PCC).

The Works shall be divided into the two Sections:

Section 1:
a) Surveys, inspections, and any other undertakings required for the development of the detailed design of the works including the construction drawings; obtaining of all required approvals, by this contract and Applicable Laws, of the design and of other necessary documents required for the Contractor to proceed with due execution of the works and in order for the Employer to obtain the Construction Permit.

b) Execution of the works which do not require design approvals (i.e. works which involve no change to the rail-sleeper lattice), and can be executed in parallel with the Section 1 design preparations, inter alia:
• re-alignment of the track.
• replenishment of the shoulder ballast prism.
• cleaning of ballast.
• replacement of defective fasteners.
• single change of sleepers.

Section 2:
Execution of all other works, inter alia:
• rehabilitation of track superstructure including ballast cleaning to a depth of 30 cm, transition to new jointless track (CWR, Continuous Welded Rail), installation of new concrete sleepers and elastic fastenings (ca. 233 km).
• repair of track bed defects (ca. 55,500 m3).
• renewal of track infrastructure, turnouts and crossings at stations/passing loops (14 sites; ca. 27 km new CWR; 89 new turnouts; 5 new crossings).
• dismantling of track infrastructure and systems at stations/passing loop to be closed (4 sites; ca. 4 km track; 11 turnouts).
• repair of bridge structures, culverts (ca. 96 pcs).
• rehabilitation of level crossings (ca. 39 pcs).
• rehabilitation of signalling, telecommunication and power supply systems.
• construction of new building for Giurgiulesti Station interlocking equipment.
• rehabilitation of ditches, drainage systems, embankments (ca. 1,168,000 m2).

The track shall remain operational throughout the Works and for those works on, or near, the live operational railway, the Contractor must consider that the rehabilitation works can only be undertaken during 'working windows'.

Scope Of Contract: The Consultancy services under this Assignment are sought to facilitate successful and timely implementation of the Project. Ucrainienii au aruncat în aer podul de cale ferată care face legătura cu Transnistria, așa că reabilitarea pe porțiunea Tighina (Bender) - Căinari va fi cam degeaba.

Ar trebui înlocuită cu Revaca - Cainari, poate și BERD înțelege situația. Speră cineva că o să revină la normal situația in Ucraina în viitorul previzibil?

Eveniment de lansare a lucrărilor de reabilitare a tronsonului feroviar Tighina-Basarabeasca-Giurgiulești

Astăzi, 18 mai 2022 a avut loc evenimentul consacrat lansării lucrărilor de reabilitare a tronsonului feroviar Tighina-Basarabeasca-Giurgiulești, implementarea acestui proiect a fost posibilă datorită sprijinului delegației Uniunii Eurepene în Republica Moldova și este finanțat de BERD și BEI. Executorul lucrărilor, în urma concursului, a fost desemnată Compania "Termizhol Zhondeu" LPP, parte a grupului companiilor "Komkor Management" LPP.

Realizarea proiectului, pe porțiunea de 233 km a tronsonului menționat, va rezulta prin creșterea capacitatății de transport, sporirea nivelului de siguranță, reducerea duratei de transportare a mărfurilor și crearea unor condiții optime pentru realizarea eficientă a proceselor operaționale feroviare. Aceste obiective vor fi obținute în urma eliminării restricțiilor de greutate și viteză, viteza de circulației crescând până la 90 km/h pentru trenurile de marfă și la 120 km/h pentru trenurile de pasageri.

To connect Ukrainian and European railways, Ukraine will also begin phased construction of a European track. According to the Prime Minister, at first it will be a combination of large hubs and large cities, and then a gradual expansion across the country.

KYIV. May 25 (Interfax) - Projects to bring rail tracks leading from the border to Lviv and Kovel in line with European standards are set out in the National Transport Strategy and require over $75 million in investments, former Ukrainian Deputy Infrastructure Minister for European Integration Viktor Dovhan said.

Ukrainian Prime Minister Denys Shmyhal said at a government meeting on Tuesday that Ukraine would start gradually switching to European-standard rail tracks in order to connect Ukraine's railway to Europe's. At the initial stage, such rail tracks will be built between major hubs and large cities, then spreading throughout the country.

"Investments in such a large-scale project are unlikely, as 1km of European-standard rail tracks costs 1 million euros plus a train. Short links in Lviv, Mukachevo and Chernivtsi should be built, as well as a connection lane. It is important to take the plan of action of the National Transport Strategy. It sets out projects with multimodal terminals. But it is unrealistic at this stage to build European-standard rail tracks to Kyiv or to Odesa," Dovhan said.

The Investment Atlas, published by the Ukrainian government in late 2020, presented two potential sections with European-standard 1,435mm rail tracks: Sknyliv-Mostyska and Kovel-Yahodyn-state border.

The cost of the project to upgrade the Sknyliv-Mostyska section was estimated at $20.8 million, and the Kovel-Yahodyn-state border section at $54.2 million.

The Lviv regional military administration said in February 2022 that efforts to restore European-standard rail tracks at the 8km-section between the state border and Rava Ruska would start this year as part of the Grand Construction presidential program, adding that this work would be completed within the next two years.

In general, how do you assess the idea of switching to the European gauge, its relevance and timeliness?

— It is an unrealistic task to switch the entire network of Ukrainian railways to the European gauge. This is very expensive, since it will be necessary not only to alter the tracks, but also to completely replace the rolling stock. At the same time, it is quite realistic and expedient to develop cross-border corridors with the European gauge, as well as to use the existing infrastructure of the 1,435 mm gauge, which has not been used for a long time, to build new sections of the European gauge to large cities in the regions bordering the EU. Definitely, it is necessary to move in this direction.

Last year, a project was being drafted for laying a European gauge in the section from the Vadul Siret station on the Romanian border to Chernivtsi. This would enable launching passenger trains from Romania to the regional center of Bukovyna, as well as creating a freight hub in Chernivtsi for reloading goods from cars of one gauge to cars of another.

In the shortest possible time, it is necessary to revive the infrastructure of the European gauge, which already exists, but is almost not used. For example, we now have the deepest penetration of the European gauge from the Yahodyn station on the Polish border to Kovel, with a length of about 80 km. At the Kovel station itself, there are specialized freight fleets of the European gauge, which have not been used for almost 30 years.

In Zakarpattia, there are large sections of the European gauge from Chop to Mukachevo and to Diakovo. Last year, project documentation was prepared for restoring the section of the European gauge from Chop to Uzhhorod and creating a freight and passenger hub in the regional center. As soon as the government allocates money, the work can be completed in six months.

It is also possible to restore the combined gauge section from Mostyska-1 station to Rodatychi station and build a new section of the European gauge to Lviv with a length of only 36 km. This will make it possible to make passenger and cargo hubs in this regional center.

To adapt the rolling stock to the new gauge, is it enough to replace the bogies?

– This is not always enough. Our freight wagons with replaced bogies can only be operated almost unhindered in Romania and Bulgaria. They will not pass in other directions due to a significant difference in overall parameters and permissible axle load: for example, our grain wagons have a width of 3,224 mm, while the maximum allowable one in many European countries is 3150 mm, and the axle load of our wagons is up to 23.5 tons with the maximum allowable 18–20 tons in many neighboring countries. Therefore, in Hungary, Slovakia, and Poland, basically only European wagons can be used.

Previously, there was a corridor along which the wagons of our dimensions could move from Yahodyn to Berlin, but first in Germany, and then in Poland, the railways refused to maintain these dimensions.

But even in Romania, trains with our wagons on European bogies need to use the so-called buffer waggons, since we have different train braking systems and automatic coupling.

At least roughly, how much money is needed for such a transformation?

— If we talk about the entire network, then the costs are at least $100 billion. This is a huge investment, since it will be necessary to replace not only the entire track infrastructure, including all switches and feeder lines, but also the entire rolling stock.

What are the advantages of a wide gauge?

— The main advantage is that the wide gauge standard is more efficient for cargo transportation, since it enables using higher-capacity wagons. In addition, our SA-3 automatic coupling allows one to form heavier trains: our train weight can reach 12,000 tons, and in Europe the train weight cannot exceed 2,000–2,500 tons due to the use of an archaic screw coupler.

In passenger traffic, the advantage of a wide gauge is also in dimensions. If in Europe the width of a passenger car cannot exceed 2,800 mm, then in our country it is 3,500 mm, which makes it possible to carry more passengers in a car of the same length.

Cu 1 miliard de euro s-ar putea schimba ecartamentul și în Rep. Moldova, dacă ar vrea UE să finanțeze. Și nu văd de ce nu ar face-o. Cred că România ar trebui să facă lobby și presiuni în direcția aceasta. Acum e și contextul favorabil.

În filmulețul de prezentare a lansării lucrărilor apare o hartă de unde reiese că rebilitarea liniei Tighina-Basarabeasca-Giurgiulești va presupune ca aceasta să fie în întregime pe teritoriul moldovean.
