06/02  Today, during the Transport Subcommittee meeting (part of the LIOP Monitoring Committee), the API representative requested that the tender book for the feasibility study for the A7 motorway (section Ploiești - Bacău) should include the request to conduct a CBA to analyze the opportunity of constructing this section as a motorway instead of an expressway (as currently specified in the General Transport Masterplan).
06/07  Link to pictures showing progress in the errection of the construction camp for the Bacău bypass.
06/11  It appears that the contractor's Facebook page will be a good source to track the progress of the Bacău bypass construction project.
06/20  According to an article in the local press, a contractor's representative estimates that the demining and archaelogical clearance activities will take approximately two months, with the actual construction activities to start immediately after that. The article comments also on problems related to land acquisition (specifically regarding fair compensation) connected to this project.
06/28  Brief discussion about the fact that the plan to construct only one carriageway of the Bacău motorway bypass is probably out-of-date in terms of projected traffic volumes.

06/08  Disappointment rises regarding the inability of the authorities to provide construction permits for the entire motorway (ironically, according to the contracts, sections 3 and 4 should have been completed by May 31, 2016!) and the apparent lack of interest to expedite the construction progress.

06/09  Many construction pictures from section 4, emphasizing segments where works cannot progress due to the lack of a construction permit, as well as transmission towers on the motorway alignment that still need to be relocated.
06/21  Data from the official RNCMNR June report regarding the status of the Sebeș - Turda motorway. Construction progress from May to June: Section 1: remains at 12.55%; Section 2: 8.58% to 9.28%; Section 3: remains at 48.68%; Section 4: 47.00% to 47.50%.

06/08  Technical details from the feasibility study of the future A1 - DN 69 expressway connector north of Timișoara (link to alignment). It will be a 2x2 road with a 1.5 m median (probably equipped with Jersey barriers) and 2.5 m shoulders (probably soft), with a total platform width of 20.5 m.
06/08  The EC approves retroactive financing for one more Roads 6 project: contract 6R8 for the modernisation of DN 1C/19 Baia Mare - Satu Mare and Livada - Halmeu (RO/UA border). EU contribution is around 31 million euro.
06/08  Three simultaneous protests on DN 76 (the project to modernize DN 76 Deva - Oradea, started over 10 years ago). The road (an E-road, E79) was blocked for some time.
06/09  According to a press release from the RNCMNR, the design&build contract for the rehabilitation of the Cârlibaba – Iacobeni (km 199+400 - km 220+088) segment of the DN 18 Moisei - Iacobeni section (formerly contract 6R13) was signed today. The contractor is SC Autotehnorom SRL - SC OPR Asfalt SRL - SC Procad SRL, and the contract value is 59,840,261.94 RON (VAT excluded). The D&B contract period is 24 months (of which the first 4 months reserved for design).

06/28  Progress regarding the rehabilitation of DN 76, according to a press release from RNCMNR:
  • Şoimuș – Brad, km 0+000 – km 30+436: 60.15% (56.72% as of 05/19);
  • Brad - Ionești, km 35+432 – km 55+425: 95% (90% as of 05/19);
  • Ionești – Vârfurile, km 55+425 – km 69+350: contract terminated on September 24, 2015; design is being updated; to be retendered in 10/2016; contract for remaining works expected to be signed in 02/2017(!);
  • Vârfurile – Ştei, km 69+350 – km 102+660: 47.20% (47% as of 05/19);
  • Ştei – Beiuş, km 102+660 – km 133+660: 51.19% (apparently no progress from 05/19);
  • Beiuş – Oradea, km 133+660 - km 184+390: contract terminated on May 25, 2015; RNCMNR's regional office in Cluj-Napoca is currently preparing (in house) the updated design and tender documents.
06/28  Construction permit is issued for the remaining works on the DN 76 section Șoimuș - Brad (see above).

Nu stiu daca nu eforturile colegilor nu ar merita ceva de genul:

1. În elaborarea acestor sinteze mi-am impus să evit emiterea de judecăți / evaluări a conținutului postărilor, urmărind doar sintetizarea acestora într-un mod (vreau să cred eu) obiectiv. În mod specific, am evitat formule de genul ”great pictures” / ”great videos”.
Privind ceea ce ai propus tu să fie subliniat (cu caractere roșii) mai sus, știu că este vorba de un videoclip cu totul deosebit pentru construcția de autostrăzi în România, pe care majoritatea dintre noi l-am văzut și poate răs-revăzut... Dar pentru motivul expus mai sus nu consider că ar trebui să fie scos în evidență.
Am folosit caractere aldine pentru demararea de licitații / atribuiri de contracte / semnări de contracte / emiterea de ordine de începere (și când o fi cazul deschideri pentru trafic). Dar aș evita să scoatem în evidență un anume video / set de poze / postare analitică în detrimentul altora. Și așa poate unii vor considera că am greșit omițând anumite seturi (scurte) de poze sau anumite postări de analiză / sinteză etc.

2. Apreciez orice mesaje prin PM privind greșeli de ortografie / redactare, eventual omiterea unor idei prezentate în orice thread sintetizat. Cu siguranță că sintezele pot fi îmbunătățite, dar a nu se uita că ele necesită alocarea unei resurse de timp semnificative (de exemplu pentru sintezele pe iunie: cam 6 ore).

3. Rapoartele lunare ale CNADNR privind progresul proiectelor sunt șterse în fiecare lună și înlocuite cu cel mai nou. Ca atare deja legăturile din postările de sinteză din mai sunt perimate. Ar trebui să salvăm rapoartele pe forum.

4. Mă gândesc că, parte din această sinteză, am putea realiza un fel de ”tablou de bord” pentru toate proiectele în derulare, prezentând progresul și scoțând în evidență problemele încă nerezolvate de administrație. Ar însemna probabil încă vreo 2 ore de muncă în fiecare lună, dar ar putea fi util pentru comunicarea API - autorități...

07/10  List of major road projects included in the Territorial Development Strategy of Romania (SDTR) up to 2035 (link to the strategy itself here). There appears to be a slight incongruence between the SDTR and the GTMP regarding motorway construction priorities.
07/13  Legitimate disappointment is expressed about the lack of progress regarding the preparation of studies for other motorway/expressway projects, especially about the delay in retendering the preparation of the priority sections of A7/DX7 that is to connect Moldova (northeastern Romania) to Bucharest.
07/30  According to prediction of forum users, no motorway sections are expected to be open to traffic this calendar year.

07/08  The chronicle of an unbelievable "bureaucratic saga" (2010 - 2016) regarding the "Tunel" cave populated by (protected) bats, and its impact on the construction of the Lugoj - Deva motorway section 4 – apparently a major waste of time and money.
07/08  Offers submitted for the tender regarding the acquisition of construction materials / rental services related to the reconstruction of the Orăștie - Sibiu motorway section 3 (km 60+545 - km 60+770), managed in-house by the RNCMNR.
07/14  Aerial pictures show no reconstruction works on the closed-to-traffic section of the Orăștie - Sibiu motorway.

07/04  No environmental / construction permits issued yet for the Bucharest sector of the A3. Commencement of works in Septemeber 2016 appears to be an optimistic assumption.
07/04  Digression regarding the risks and disadvantages of pushing for the start of construction works without an advance payment.
07/13  Construction permit is out for the remaining sector of the Gilău - Nădășel motorway, namely regarding the Nădășel interchange.

08/24  Except for the preparation of the FS for the Sibiu – Pitești motorway, no other major road projects are being prepared at this moment*) - and no other FS studies are even under tender; as per posting user: "Have we all went crazy?" It is thus unlikely that up until 2020 we will see any other new projects started...
08/24  ...however, a FS contract for the Sibiu - Făgăraș motorway has been signed but then suspended for one year in 11/2015.

*) Except the A3 sections between Mihăiești and Suplacu de Barcău.

[Also a relevant and somewhat connected post from the EU funds absorption thread quoted below]
08/04  A rather salient point is made: given the disastrous EU funds absorption rate for the 2007 - 2013 period, we should not wait for the approval of the GTMP, but rather seek to start as many projects as possible (with financing from the state budget, EIB/EBRD loans etc.) and then seeking approval for retroactive co-financing from EU funds.

09/08  RNCMNR technical committee decided on the technical solution to be implemented for the reconstruction of the Orăștie - Sibiu motorway section 3 (km 60+545 - km 60+770).
08/11  First report about the commencement of works for the reconstruction of the above-mentioned motorway section (later followed by pics, also see subsequent posts).
08/14  Pictures from the Margina interchange on Lugoj - Deva motorway section 2 (and other sites from the same section in the subsequent post)...
08/15  ...however, despite this being the section with the earliest expected opening (this is valid only for the Dumbrava - Margina subsection), there are still permitting issued to be solved (renewed Environmental Permit + Construction Permit for additional sites).
08/15  An underpass on the Lugoj - Deva motorway section 3 (serving national road 68A), which was supposed to have an overhead clearance of 5 m, was built with a clearance of only 4.81 m at one of its ends, which lead to an excavator becoming stuck in the underpass. Picture shows corrective reconstruction undertaken: depressing the national road.

08/25  RNCMNR informs about progress regarding geotechnical investigations on the Sibiu - Pitești motorway. Progress for geotechnical boring stands at 75% (Section 1 Sibiu – Boița), 35% (Section 4 Văleni – Curtea de Argeș) and 80% (Section 5 Curtea de Argeș – Pitești); pictures included.
08/26  Data from the official RNCMNR July report regarding the status of Lugoj - Deva sections 2, 3 and 4 (currently the only sections under construction part of A1): construction status is at 45.22% for Section 2 (42.64% in July); 60.86% for Section 3 (55.54% in July) and 47.92% for Section 4 (47.28% in July). It is to be noted that Section 2 has advanced during the last month (5.32%) more than it has advanced during the previous four months (March - July) (5.04%).

  • Although 3 years have passed since signing the construction contract, the environmental and construction permits have still not been issued for 11 km of the 22 km-long Section 4. Every day of delay reduces the chance of opening this section to traffic before the end of 2017.
  • Section 3 will also be unusuable in its western part without a solution for a (temporary) access point at Holdea.
08/31  Aerial video of the Lugoj - Deva section 2, subsection Dumbrava - Margina. This is the only motorway section with a reasonable probability of opening this year.

08/01  Pictures showing the alignment of the southernmost section of the A3 motorway, near Bucharest. No works taking place yet.
08/05  Major earthworks taking place at the site of the massive cut in the forest area near Nădășel.
08/06  Pictures proving that clearing and grubbing, as well as other construction activities have started on the Ungheni - Ogra section of the Târgu Mureș - Câmpia Turzii motorway.
08/12  Pictures: works advancing quickly on the northern part of the Gilău - Nădășel motorway.
08/14  According to a forum user, the general director of the RNCMNR has declared on national TV that in September we will have contractors assigned for the construction of sections 1 and 5 of the Predeal - Brașov motorway, as well as for the Bușteni and Comarnic bypasses.

08/26  The local EPA's have decided for a full environmental assessment for the Ogra - Borș A3 motorway sector. Thus, it will take quite some time for the environmental permit to be issued.
08/27  Drone-recorded video showing some preparatory works for the largest structure on the future Târgu Mureș - Câmpia Turzii motorway: the Bogata viaduct/bridge.
08/27  Aerial video showing construction activities (mostly access roads, clearing & grubbing, as well as excavation and some drilling for structures) from the Ungheni - Ogra motorway.
08/29  User points out that still no notice to commence has been issued for the Nădășel - Mihăiești motorway section (D&B contract signed on 05/26 this year). From that point on, six months of design activities are to follow.
08/30  Impressive start of construction activities on the Ungheni - Ogra motorway section (consortium lead by Strabag) is reported. Few pictures showing clearing and grubbing + excavation.
08/31  A government decision should be soon issued regarding land acquisition for the Nădășel - Mihăiești motorway section. This does not include ”additional plots” as needed according to the detailed design (to be realised at some point in the future). This was indeed adopted by the government during the cabinet meeting on 08/31.
